नियम ३ नुसार, एखाद्या पदावरील ज्येष्ठता ही त्याने त्या संवर्गात किंवा पदावर केलेल्या कालावधीवरून ठरवली जाते. तात्पुरत्या किंवा आकस्मिक (Fortuitous) नियुक्तीचा काळ विशिष्ट परिस्थिती वगळता ज्येष्ठतेसाठी ग्राह्य धरला जात नाही.
